REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> August 14, 2000 <br /> Subject <br /> Advertisement for Bids — Regional Traffic Signalization/Operations Program 2(RTSOP <br /> 2) - Arterial Traffic Signal Interconnect Project. - Engineering File No. 1601-99 <br /> Recommendation � <br /> Adopt a resolution approving the Contract Documents entitled, "Contract Documents for <br /> the "Regional Tra�c Signalization/Operations Program (RTSOP 2) - Arterial Traffic <br /> Signal Interconnect Project," and authorize the advertisement for bids. <br /> Background <br /> This project is closely related to the Regional Traffic Signalization/Operations Program <br /> (RTSOP 1) - Downtown Tra�c Signal Interconnect Project which was accepted as final <br /> by this Council on June 26, 2000. This project is essentially an extension of RTSOP1. <br /> This project is also funded by a Federal Grant and is also overseen by Caltrans. The <br /> project is part of the Regional Traffic Signalization/Operations Program (RTSOP), which <br /> is funded by the Federal GovernmenYs Congestion Mitigation/Air Quality (CMAQ) funds <br /> under the 1992 Intermodel SurFace Transportation Efficiency Act (ISTEA), to decrease <br /> traffic congestion and improve air quality ($292,000). Matching funds of $38,000 are <br /> being provided by the City. This grant was approved in 1997, however staff held back <br /> construction of this second phase until the completion of RTSOP 1 to ensure that <br /> equipment from RTSOP2 will be compatible with RTSOP1. <br /> Under RTSOP1, traffic signals in the vicinity of the core area of the City were <br /> connected with underground wires that lead to central computers at City Hall. This <br /> enables centralized control and monitoring of these signals. RTSOP2 will carry this <br /> effort forward by bringing in signals that are farther away into the system through the <br /> use of wireless technologies. Signals that would be brought under centralized controls <br /> are: the Redwood Shores system, Seaport Boulevard system, Middlefield Road south <br /> of Woodside Road, Jefferson Avenue/Farm Hill Boulevard west of EI Camino Real, <br /> Roosevelt Avenue system and two signals on the Alameda de las Plugas. <br /> The signal systems or individual signals will communicate with the central computer <br /> through wireless links, which will be beamed to a small dish antenna (to be mounted <br /> along with other mechanical equipment, toward the center of the roof of City Hall, out of <br /> public view). From there, the computer can notify the operator of any malfunctions, <br /> _ . _ . __ . __. _ � <br />
