1 <br /> REP�R T � <br /> To the Honorable Mayor and City Councii <br /> From the Cifiy Manager <br /> August 14, 2000 <br /> Subject <br /> Use of employment agencies for recruitment of an Information Technology Analyst I/II for <br /> the Information Technology Division of the Finance Department. <br /> Recommendation <br /> That the City Council authorize the City Manager to engage on a contingency basis the <br /> following employment agencies for recruitment services related to filling a vacant position <br /> in the Information Technology Division: Robert Half International, David Hicks Associates, <br /> Teksystems, Silicon Valley Technical Staffing. <br /> Background <br /> A City Information Technology Analyst that supports financial applications is leaving August <br /> 18, 2000. We have experienced three month delays when hiring the last two host analysts <br /> due to a dearth of qualified applications for this type of position. Since training on the <br /> City's applications is required before the analyst becomes productive, there would be an <br /> additional three to six months before effectively reaching full staff. <br /> The City is planning to embark on a major conversion to PeopleSoft software starting in <br /> November. If our host programming resources aren't fully staffed, the consequences to <br /> the City could be significant. We therefore believe we must pursue all avenues in our <br /> search for quality staff. We will also be testing the concept of signing bonuses as the City <br /> continues to look for applicants while at the same time enlisting the help of agencies. <br /> This approach has been very successful for recruiting the last two Senior Accountant <br /> positions, and we are hoping for similar success with an IT Analyst for financial <br /> programming. <br /> Fiscal Impact <br /> Agency fees range from 25% to 30% of annual salary. They are payable only if the <br /> candidate is hired and remains employed for at least 30 days. The current annual salary <br /> for an IT Analyst II is $69,012, so fees would range from $17,253 to $20,703.
