The Project and improvements will not cause a substantial adverse change <br />in the significance of the potential historic resource at 929 Main Street, the <br />Expanded Historic Main Street District, or the historic resources at 917-921 <br />Main Street, 935 Main Street, and 116 Stambaugh Street; and, the potential <br />historic resource, historic district, and historic resources will remain eligible <br />for listing in the California Register of Historic Places. <br />Section 4. Parking In -Lieu Fee Application: The Planning Commission finds <br />that the Parking In -Lieu Fee Application satisfies Section 30.3 of the City's Zoning <br />Ordinance including because: <br />It is infeasible to provide the required parking spaces on-site due to the size, <br />shape, or topography of the site, or other special circumstances pertaining to <br />the property: <br />The existing 6,400 square -foot parcel with parking lot has a total of 14 parking <br />stalls. However, with the addition to the building at 929 Main Street, <br />improvements to the parking lot are required, including compliance with Federal <br />ADA requirements and the installation of an on-site trash enclosure. With the <br />required improvements, only 9 parking spaces could be retained, where 10 <br />parking spaces are required. There is no feasible way to provide the 10 <br />required parking spaces on-site. <br />The proposed project would encourage users of the project site to walk from <br />off-site parking to the project site would be beneficial to the Downtown: <br />The project site is located within a 0.25 -mile radius from the downtown <br />CalTrain Station and Redwood City Transit Center, and .10 miles from the <br />SamTrans bus stop located at the corner of Middlefield Road and Cassia <br />Street. Encouraging downtown workers to utilize CalTrain and other public <br />transit solutions would serve to reduce the number of vehicles traveling into <br />and through downtown, and place more pedestrians in the primary areas of <br />downtown that feature shops, restaurants, and other retail amenities. <br />Additionally, the TDM plan has been designed with implementation measures <br />to encourage employees to participate in alternative modes of transportation. <br />Annual reporting to the City for compliance with the TDM plan is required. <br />Section 5. Lot Line Adjustment LL2016-003: The Planning Commission finds <br />that the proposed Lot Line Adjustment is consistent with the General Plan, Zoning <br />Ordinance, Subdivision Ordinance, and the California Subdivision Map Act. <br />Section 6. The Downtown Planned Community Permit including two Guideline <br />deviations, Lot Line Adjustment, and Parking In -Lieu Fee are hereby approved based on <br />the Planning Commission's consideration and reliance on the CEQA exemptions and in <br />accordance with the plans, details, and descriptions contained therein, attached hereto <br />and incorporated herein by reference, and subject to the following Conditions of Approval: <br />Page 4 of 17 <br />ATN/RESO.0092/PC RESO 929 MAIN ST. <br />REV: 10-04-17 PR <br />
