<br />7.3 <br /> <br />J <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28, 2000 <br /> <br />Subject <br />2000-2001 Cost Shared Sidewalk Repair Project <br /> <br />Recommendation <br />By Resolution, accept the bid and award the contract for the 2000-2001 Cost Shared <br />Sidewalk Repair Project to J.W. Riley & Son, Inc. of Emeryville, CA, for the amount of <br />$187,725.00 and reject all other bids. <br /> <br />Background <br />On May 8,2000 the City Council approved the contract documents and specifications and <br />authorized the City Clerk to call for bids for the subject contract. The proposed contract has <br />been duly advertised and four sealed bids were received and opened at the Office of the <br />City Clerk on August 16, 2000. <br /> <br />BIDDER <br />J. W. Construction, San Mateo, CA <br /> <br />PRICE <br />$187,725.00 <br />$200,462.50 <br />$213,567.50 <br />$219,937.50 <br /> <br />Engineer's Estimate <br />Median <br /> <br />$188,825.00 <br />$207,015.00 <br /> <br />J. W. Riley & Son, Inc. is the lowest responsible bidder at 0.6% below the Engineer's <br />estimate. J. W. Riley is currently working on the 1999-2000 Tree Preservation and <br />Sidewalk Repair Program, and staff believes they have the additional resources to perform <br />the contract satisfactorily. They also performed the 1998-99 Cost Shared Sidewalk Repair <br />Project and are familiar with the work and scheduling. <br /> <br />The project addresses damaged sidewalk, driveway approach and curb and gutter sites <br />throughout the City where the property owner agrees to pay 50% of the cost of repairs. The <br />project also includes the construction of wheel chair ramps at no cost to the adjacent <br />property owner. This allows staff to promptly respond to resident requests for wheelchair <br />ramp access. <br /> <br />Tree work for the project will be coordinated and performed, at no cost to the property <br />owner, by the City's tree maintenance staff or contractor as resources are available. Root <br />pruning or tree removal decisions are determined on a case by case basis, with the first <br />priority being to preserve trees. When possible, the City encourages property owners to <br />preserve the tree by allowing the City to estab1ish a sidewalk maintenance easement on <br />private property for the relocation of the sidewalk.
