<br />7.~-AZ <br /> <br />This sole source approval supports the Parking Meter Study recommendations accepted <br />on September 21, 1998 by City Council. The City standard for par~ing meter service <br />includes dome replacement, label replacement, battery replacement (on electronic units), <br />and parts replacement (on mechanical units), as necessary. All of the parking meter poles <br />have been painted teal green color and color-coded meter time-limit identification labels <br />are visible on the meter poles below the meter head. The purchase of replacement domes <br />and other meter repair parts is included in this $31,450 recommendation. <br /> <br />Staff is aware of the customer service implications of faulty parking meters. People <br />become frustrated when they place money into a meter and it does not function properly. <br />The shift to electronic meters, daily inspections, and prompt response and attention placed <br />on the parking meter system support this customer service effort. <br /> <br />Based on the quality of their meters, Duncan is competitively priced. Staff verified two <br />competitor meter company prices for J. J. McKay of Nova Scotia, and Tri-State Meter, Inc., <br />Arizona. The meter mechanisms were priced within 0.6% and 3.8% of Duncan Industries. <br />The mechanisms are not easily interchangeable. <br /> <br />Alternatives <br />The alternative to this action would be to open the meter purchase to competing meter <br />manufacturers. This may initially save some money on purchases.
