7.,Ai.

REPORT

TO THE HONORABLE
MAYOR AND CITY COUNCIL

FROM THE CITY MANAGER

August 14, 2000

Subject:

Change in time limit parking at City Hall

Recommendation:

The Council amends 20.186 (8) of the City Code and changes the time limit parking in the City
Hall parking lot from one (1) hour to thirty (30) minutes from 8:00 AM through 6:00 PM, Monday
through Friday.

Background:

Since the opening of City Hall, the time limit for parking in the lot at the rear of City Hall, has been
set at one (1) hour. This lot is posted and warns that parking is reserved for those doing business
at City Hall.

Staff has noticed that many vehicles are parked there for purposes other than City Hall visits and
are being used by patrons of nearby businesses.

To rectify the problem, the Police Department recommends that a 30-minute limit be set for this
lot.

We realize that some patrons will need a longer time period for parking. Therefore, a temporary
parking pass has been developed. The City Hall receptionist will issue this pass and the patron
will be directed to place the pass on the dashboard of their vehicle.

To enforce the new parking restrictions, parking enforcement officers will mark all of the vehicles
in the lot. Vehicles, without the temporary pass, will be cited for staying more than 30 minutes.

Alternative:

1 )

Leave the parking time limit at one hour.

,.....,....-...,-,....,.........
