<br />L <br /> <br />98/ <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />August 28,2000 <br /> <br />Subject <br />REPORT 2 - Work Force Housing Production Ordinance <br />Interim Urgency Ordinance to amend the Zoning Ordinance to require the production of <br />housing units as a condition of office development on lots one acre or larger, and to permit <br />payment of an in lieu fee for housing units as a condition of office development on lots less <br />than one acre. <br /> <br />Recommendation <br />1. Introduce an Urgency Interim Ordinance requiring the production of housing units as a <br />condition of office development (Work Force Housing Production Ordinance). <br /> <br />2. Direct staff to complete further studies and take the issue to the Planning Commission for <br />further recommendations to the City Council regarding amending the Zoning Ordinance <br />for the purpose of establishing a work force housing production requirement for all office <br />development. <br /> <br />The Planning Commission will hold public hearings on the subject and make further <br />recommendations to the Council on the final form of a Housing Production Ordinance. <br />Housing and Human Concerns Committee will also be consulted in this process and their <br />recommendations will be forwarded to the Planning Commission and the City Council. <br /> <br />Background <br />On July 24, 2000, the City Council introduced (and on August 14, 2000 adopted) two Interim <br />Urgency Ordinances placing a pause on development for a period of 45 days: 1) on office <br />development and conversions on parcels one acre or larger in the CG, CG-R, CB, and CN <br />districts throughout the City (except the Bair Island Study Area); and 2) on all development in <br />the Bair Island Study Area. In so doing, the City Council directed staff to investigate <br />mechanisms to require housing construction as a condition of office development. <br /> <br />Staff hired legal, planning and economic consultant services to provide guidance, expertise <br />and documentation for a Work Force Housing Production Ordinance. The ordinance is based <br />on models used by other jurisdictions and adjusted to reflect Redwood City needs. It is also <br />written to not conflict with the development standards proposed in Report 1 . <br /> <br />Issues <br />1. Rationale <br />Redwood City faces an immediate prospect of large-scale office development, which will <br />contribute significantly to the need for housing in the City.
