Introduce an Ordinance; <br />MIS Ira/Howard to introduce an ORDINANCE OF THE COUNCIL OF THE <br />CITY OF REDWOOD CITY APPROVING AND AUTHORIZING <br />EXECUTION OF FRANCHISE AGREEMENT WITH RCN TELECOM <br />SERVICES OF CALIFORNIA, INC. FOR THE CONSTRUCTION, <br />MAINTENANCE AND OPERATION OF CABLE TELEVISION SYSTEM; <br />and <br /> <br />. Adopt the recommended findings in the report as required by State Law. The <br />motion passed by a unanimous roll call vote. <br /> <br />B. Amendment of Sewer Service Charges (continued from 7/24/00); <br /> <br />Public Works Director Ingram briefly explained policy and practice, the business plan, the <br />Utilities Committee recommendations, billing impacts and benchmarking of sewer service <br />charges. <br /> <br />MIS ClairelHoward to extend the meeting to ll: 15 p.m. The motion passed by a unanimous' <br />voice vote. <br /> <br />Mayor Ruskin opened the public hearing. <br /> <br />MIS Ira/Howard to close the public hearing. Amendment of Water Rates and Basic Service Charge (continued from 7/24/00); <br /> <br />Public Works Services Director Ingram explained the Water Fund as an enterprise fund, <br />which by law is self-sustaining.
