<br />ATIACHMENT 4 <br /> <br />9C/3 <br /> <br />BAIR ISLAND STUDY AREA COMMITTEE CONTRACT <br /> <br />Purpose <br />To prepare a Specific Plan for properties in the vicinity of Bair Island Road/Blomquist Extension. <br />The Committee will look at all options for future land uses with the intent to provide a cohesive <br />neighborhood with compatible land uses, adequate facilities for traffic and utilities, and high <br />quality architectural standards. <br /> <br />Project <br />A single document that is approved by the City Council, which clearly describes the allowed <br />land uses and requirements needed to proceed to construction. This document will describe the <br />environmental, land use, and economic issues of development within the Specific Plan area. <br />The document will also discuss architectural, site plan, and infrastructure requirements. <br /> <br />Committee Membership <br />,. Consulting Firm <br /> <br />Committee Operation <br />The Committee will have a facilitator (either the consultant, or another person to facilitate), <br />which will allow input from all members with no one group or person having a greater say than <br />the other. Staff members will provide technical assistance to the Committee and Consultant. <br />The Consultant will be responsible for coordinating input and coming up with the "plan" for the <br />area. The "plan" may not be the consensus of the entire Committee, but it will be the best plan <br />based on the input provided, as well as the Consultant's recommendation. <br /> <br />Schedule <br />The staff members and the Consultant will meet twice per month to review the work prepared by <br />the Consultant, and the input from the Committee. <br /> <br />The Committee is expected to start meeting in November, and be done with their work by <br />February, with Planning Commission and City Council review in Marchand April.
