lOA :3

MEMORANDUM

COMMUNITY DEVELOP.M.ENT SERVICES
Engineering & Construction

TO:

Edgewood Traffic Calming Committee

FROM:

Dan Smith, Engineering & Construction

RE:

EDGEWOOD SPEED HUMP EVALUATION REPORT

Introduction
Speed humps were installed on Edgewood Road between Alameda de las Pulgas and Melrose
Place in late December 1999. Stop signs were concurrently installed on Blandford Boulevard at
Turnsworth and Woodsworth Avenues. Council direction in authorizing the hump and stop
installations was that they be evaluated after four (4) months. These are the findings of that
evaluation.

Data Collection
Prior to hump installation, traffic volume measurements were taken over a broad area where
traffic patterns might potentially be affected by the humps. Peak hour traffic turning counts
were also taken for the intersections of Alameda de las Pulgas with Whipple Avenue, and with
Edgewood Road, during the A.M. and P.M. commute peaks. Traffic speed and traffic noise
measurements were also taken prior to hump installation, but these were taken only in areas
most clearly directly affected by the humps. Most "before hump" traffic data was collected in
November and early December, 1999. After the humps had been in place, the traffic volume,
(speed and noise measurements) were repeated at the same locations. The "after" traffic
volume and speed data was taken in April and early May, 2000. This brief report documents
the apparent traffic volume, speed and noise changes that occurred after the humps were
installed.

Traffic Volume
FiGure 1 presents the "before" and "after" dailv traffic volumes over a larGe area of northern
Redwood Citv. All counts are bv direction of travel. The fiGure includes:

,. data on Edgewood and all the potentially affected local streets in its immediate vicinity
including Arlington, Blandford, Durlston, Turnsworth and Woodsworth,

,. data on all east-west streets from Brewster to north City limits, taken on a "screen
line" drawn just east of the alignment of Hudson Street,

,. data on Alameda de las Pulgas taken north of Edgewood, between Edgewood and
Whipple and south of Whipple.

-1-

,-"",'"" """"¡-'-'---r-""
