1.3A I

REPORT

To the Honorable Mayor and City Council
From the City Manager

August 28, 2000

Subject
Amendment to Agreement between the County of San Mateo, the City of Redwood City,
and the Redwood City School District regarding construction, establishment and
maintenance of playing fields at Taft and Garfield Schools.

Recommendation
That the City Council approve the amendment to the Agreement between the County of
San Mateo, Redwood City School District and City of Redwood City and authorize the
Mayor of Redwood City to sign the agreement.

Background
On November 8, 1999, the City Council approved the initial agreement between the County
of San Mateo, City of Redwood City and the Redwood City School District for construction
and maintenance of playing fields at Taft and Garfield Schools. The partnership involved
the School District to provide the land for the fields, the County of San Mateo providing
Block Grant funds in the amount of $1 ,283,379.00, and the City of Redwood City providing
the balance of the funds in addition to acting at "Project Manager" for the renovation
projects. The "amendment" to the agreement provides the necessary language for the
County of San Mateo to utilize Community Development Block Grant funds which was
omitted in the previous agreement on November 8, 1999. The County Counsel's Office
has prepared the amendment to the agreement which has been reviewed and approved
by staff and the City Attorney's office. Approval of this agreement will provide the City with
$1,283,379.00 for the fields renovation. Taft School is currently being constructed and is
approximately 60% complete as of the date of the report. Garfield School will be put out
to bid in February 2001.

Alternative
Discontinue construction of Taft field at this time. Cancel development of the Garfield field
project.

Fiscal Impact
The City of Redwood City is responsible for providing the additional funding in excess of
$733,359.00 on Taft School and $550,000.00 for Garfield School. Base bid for Taft School
was $757,648 (not including design and administration of about $170,000). The City of
Redwood City also absorbs the costs associated with being the "Project Manager" for the
project which involves staff time of the Director of Parks, Recreation and Community
Services and the Engineering staff.

...,..--,-" aT .
