<br /> <br />I <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />DATE: August29,2000 <br /> <br />Subject <br />Resolution Authorizing an Agreement and Execution of a Contract for Professional <br />Services <br />with Parsons Transportation Group, Traffic Consultants. <br /> <br />Recommendation <br />Approve the Resolution and Agreement <br /> <br />Background <br />Trammell/Crow has submitted an application to construct a 160,000 square-foot office <br />building and an adjacent 530-space parking structure and three surface stalls on a 2.58 <br />acre site in the 'IR' (Industrial Restricted) District located at 1061 Douglas Avenue. The <br />site is therefore not subject to the Interim Emergency Ordinance. The proposed project <br />would be located on a site that is currently occupied by a number of older industrial and <br />warehouse buildings. Consequently, the proposed new office building with parking will <br />result in a major intensification of this site and therefore requires environmental review as <br />required under the California Environmental Quality Act (CEQA). A major part of this <br />review is preparation of a traffic impact study to assess potential impacts and establish <br />appropriate mitigation measures. The traffic study will be part of the mitigated Negative <br />Declaration to be written by Staff and reviewed by the Planning Commission. <br /> <br />Parsons Transportation Group, a Traffic Engineering Company is preparing the traffic <br />impact study and has had experience preparing similar studies. Staff has reviewed and <br />defined the scope of the traffic study, which is attached. As outlined in the attached cost <br />summary, the estimated cost of the traffic impact study is approximately $17,500. The fee <br />is consistent with other similar work on other environmental reviews performed by the City. <br /> <br />Staff sent Requests for Proposal to seven qualified traffic consulting firms, as selected by <br />the City's Traffic Engineer. Four firms submitted proposals. Parsons was selected due to <br />its comparative costs and shorter time estimate to complete the study. <br /> <br />Alternatives <br />1. Do not approve the agreement, and therefore do not proceed with the environmental <br />process for this project. <br /> <br />2.
