<br />REPORT <br /> <br /> <br /> <br />TO THE HONORABLE <br /> <br /> <br />, ., <br /> <br />MAYOR AND CITY COUNCIL <br /> <br />FROM THE CITY MANAGER <br /> <br />August 28. 2000 <br /> <br />Subject <br />Agreement for Redwood City Healthy Start Network. <br /> <br />Recommendation <br />Execute the Agreement between the County of San Mateo. the City of Redwood City, and the Redwood City Elementary <br />School District for support of the Redwood City Healthy Start Network for fiscal year 2000/2001. ' <br /> <br />Background <br />The City of Redwood City in partnership with the Redwood City School District and the County of San Mateo agreed to <br />assist the Redwood City Healthy Start Network with sustainability of the program at Taft. Hoover and Fair oaks schools. <br />The Redwood City Healthy Start Network was established to actively involve Redwood City residents, educators and <br />human service providers in supporting neighborhood children to become successful learners. The Network provides <br />health services, family support services. parent-community partnerships and after-school programs. This program is <br />supported by Redwood City 2000. The Healthy Start Network reaches students and their families at three "family centers" <br />housed at the elementary schools mentioned above in a way that few programs do, by serving their minds and bodies. <br />The family centers are one-stop centers that provide services such as pediatric health and dental services, after-school <br />tutoring, homework assistance, parent education. adult ESL, adult literacy and community mediation programs. <br /> <br />San Mateo County is funding Healthy Start with $100,000 and the Redwood City Elementary School District is funding the <br />program with $50,000 for fiscal year 2000/2001. In March 1999, Council approved funds for fiscal year 1998/99 to match <br />the contribution for the School District for Healthy Start in the amount of $50,000. The total Healthy Start budget for <br />2000/2001 is approximately $1.5 million. Over 50% of the budget are redirected and in-kind resources. Additional funds <br />include $100,000 from the State Healthy Start grant (one year remaining), $55.000 from the Cowell Foundation (one year <br />remaining), $50,000 from Peninsula Partnership (two years remaining), and $25,000 from Luke B. Hancock Foundation <br />(one year remaining). <br /> <br />The agreement between the County. the School District and the City is a challenge grant. In theory, should any of the <br />partners not contribute what was originally agreed to, the others would withdraw their contributions as well. The attached <br />agreement ensures continued sustainability for the Redwood City Healthy Start Network for fiscal year 2000/2001. <br /> <br />Fiscal Impact <br />$50,000 which has been budgeted in the 2000/2001 budget. <br /> <br />Alternatives <br />Council can elect not to enter into the agreement. <br /> <br />fUr' <br />, . ; ,~'. ,/( ,°,_". ,/, <br />~. ~'_A../ .
