I

REPORT

To the Honorable Mayor and City Council
From the City Manager

August 28, 2000

Subject
Redwood City 2000 Agreement

Recommendation
Execute the Agreement between the City of Redwood City, the County of San Mateo, the Redwood City
Elementary School District and the Sequoia Union High School District for support of Redwood City 2000 for
fiscal year 2000/2001.

Background
The City in partnership with the Redwood City School District, the Sequoia Union High School District and the
County of San Mateo formed Redwood City 2000 (RC 2000) in 1995. The partners have been jointly funded
RC 2000 since the beginning and this agreement continues that practice for another year.

Each of the funding partners has allocated $20,000 in their 2000/2001 budget to support RC 2000. Council
approved these funds ($20,000) at the June 26th meeting as part of the City's fiscal plan. In addition to these
funds, grants from the United Way ($20,000), the Hancock Foundation ($25,000), the Peninsula Community
Foundation ($20,000), and Human Services Agency of San Mateo County ($25,000) have been secured to
support the sustainability of this effort. RC 2000 also received four Healthy Start Planning Grants ($200,000)
which will allow the collaborative to explore the feasibility of expanding school based services to Hawes, John
Gill, Roosevelt, and Kennedy Schools. Finally the collaborative is entering into a partnership with Stanford
University (Graduate School of Education) to create the John Gardner Center for Youth Development which
will bring Stanford expertise to Redwood City.

Redwood City 2000 has achieved many accomplishments since its formation, including: facilitating the
expansion of Healthy Start school based services, creating the innovative Frontiers In Leadership Program for
people of color interested in civic affairs, designing and facilitating the planning process for the newly created
Project Bridges (Even Start Family Literacy Program) at John Gill School, and producing a Youth Master Plan
for after school recreation and enrichment and utilized the plan to leverage state and federal funding to create
after school programs at six Redwood City School District schools.

Fiscal Impact
$20,000 general fund dollars have been approved for fiscal year 2000/2001.

Alternative
Council may chose not to enter into this agreement.

f2Ei~

City Manager

Attachment:
Redwood City 2000 Agreement

""~-"'-""T'
