Manager <br /> <br />September 11 , 2000 <br /> <br />Subject <br />Requests for 4-Way Stop Sign Installation - Redwood Shores Parkway at Avocet Drive <br /> <br />Recommendations <br />Consider, and approve or deny, requests for the installation of stop signs on the <br />eastbound and westbound approaches of Redwood Shores Parkway at Avocet Drive. <br /> <br />Background <br />1. Requests for Stop Signs <br />The City has received several requests to install 4-way stop signs on Redwood <br />Shores Parkway at Avocet Drive, in the vicinity of Sandpiper Elementary School and <br />Community Center, primarily citing pedestrian safety concerns. Since no sidewalk <br />exists on the south side of Redwood Shores Parkway in this area, there is a lack of <br />desirable pedestrian routes connecting between the school and the residential <br />subdivisions south of the Parkway. <br /> <br />Staff initially developed plans (see attachment) to construct a pedestrian walkway <br />on the south side of Redwood Shores Parkway between Dockside Circle and <br />Governors Bay Drive, as an alternative remedy to the pedestrian access problem <br />that would avoid the traffic disruption of a 4-way stop. The proposed pedestrian <br />walkway would have connected the nearby subdivisions to the protected crosswalk <br />at the existing 4-way stop at the Redwood Shores Parkway/Egret Lane intersection, <br />adjacent to the school. Preliminary plans were presented to the GID Committee <br />and the Boards of Directors of both the Redwood Shores Owners Association <br />(RSOA) and the l1edwood Shores Homeowners Association (RSHA), which initially <br />supported the overall concept. However, when residents of homes near the <br />proposed walkway learned of it, they expressed opposition, primarily citing privacy <br />concerns. Additionally, a few residents stated their desire for a 4-way stop on <br />Redwood Shores Parkway at Avocet Drive with or without the proposed walkway. <br /> <br />These pedestrian path and stop sign issues were discussed at the June 22, 2000 <br />meeting of the Redwood Shores Owners Association Board of Directors, which City <br />staff attended. RSOA sent an advance letter to the property managers of the <br />homeowners associations in the vicinity, soliciting opinions on the stop sign and <br />pedestrian path issues and inviting them to the June 22 meeting. Staff also mailed <br />a notice of the June 22 meeting to the 27 residences adjacent to the proposed <br />walkway along the south side of Redwood Shores Parkway, as well as the property <br />managers of the three adjacent homeowners associations, on June 9, 2000. The <br />City's notice provided a summary and diagram of the proposed walkway, and <br />indicated that comments on the issue could be submitted to the City's Traffic <br /> <br />"",,'.-"~.-r..' <br />
