If the City's reduced warrants were applicable, the <br />subordinate criteria (see #7 on attached warrants) could be met if Council adopted a <br />finding that pedestrian activity from the nearby school, playground, park, and <br />community center merits additional protection from vehicle traffic <br /> <br />The purpose of stop sign warrants is to provide a reasonable balance of safety and <br />traffic flow considerations in evaluating the need for stop signs. Reasons for <br />avoiding installation of stop signs that do not meet warrants include: additional stops <br />make travel more inconvenient; increased noise and exhaust emissions from <br />starting and stopping of vehicles; a perceived sense of safety by pedestrians and <br />drivers that fails to recognize other hazards, leading to careless behaviors; and, a <br />general disregard for stop signs where there is little cross traffic, particularly from <br />people familiar with the area. <br /> <br />Alternatives <br />1. Adopt a resolution approving and authorizing the installation of stop signs on the <br />eastbound and westbound approaches of Redwood Shores Parkway at Avocet <br />Drive. Approval could be based on mitigation of the lack of appropriate pedestrian <br />pathways connecting between the Sandpiper School and residential subdivisions on <br />the south side of Redwood Shores Parkway, and the community's expressed desire <br />to provide extra protection for the significant number of child pedestrians crossing <br />to/from the school and nearby Shannon Park. <br /> <br />2. Deny authorization for the stop signs on the approaches of Redwood Shores <br />Parkway to Avocet Drive, based on failure to meet the engineering criteria of the <br />City's current stop sign policy, and the potential negative impacts previously <br />described in this report. The intersection would remain in its present control <br />configuration with stops on the northbound and southbound approaches of Avocet <br />Drive and no controls on Redwood Shores Parkway. <br /> <br />Fiscal Impacts <br />If approved, stop sign and related markings installation costs are estimated @ $5,000. <br />Funds for this expenditure are available in the Neighborhood Traffic Calming Program <br />of the Capital Improvement Program Budget. <br /> <br />~~~'I~~~~~;17.j <br /> <br />Traffic Engineer I../Manager, Engineering & Construction <br /> <br />Attachments: <br />,.
