<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 11, 2000 <br /> <br />Subject <br />Appointment to Public Works Superintendent Position above Bottom of Salary Range <br /> <br />Recommendation <br />That the City Council, by motion, approve the appointment of Marilyn Harang to the position of <br />Public Works Superintendent at a salary above the bottom of the salary range. <br /> <br />Background <br />The Human Resources Department conducted an open recruitment and assessment process for <br />the vacancy created when Terilyn Anderson resigned her position on April 10, 2000. Due to current <br />market conditions and the need to find highly skilled candidates, the recruitment required <br />extraordinary efforts and a rigorous assessment process with five candidates was held. Two <br />candidates, including Marilyn Harang, were placed on the hiring list by Human Resources after the <br />assessment process. In the final departmental analysis, Marilyn Harang was determined to be the <br />best-qualified candidate for the position and has accepted an offer contingent on Council approval <br />of the salary beginning higher than the bottom of the salary range. <br /> <br />The current salary range for Public Works Superintendent is $6042 to $7252 per month. Marilyn <br />Harang has agreed to a beginning base salary of $6907 per month. This is approximately 8.5% <br />below the base compensation of $7550 per month that she is receiving in her current contract <br />position of Special Projects Coordinator for the City of Redwood City. <br /> <br />Ms. Harang brings to the organization over 20 years of experience in positions involving program <br />management, regulatory compliance and contract negotiations, including ten years in city <br />government. Ms. Harang holds a Bachelor's of Arts in Business Administration from Howard <br />University, and a Masters of City Planning, also from Howard University, as well as numerous <br />certificates in the fields of management and project planning. <br /> <br />Alternative. <br />Do not approve appointment and provide alternative direction to staff. <br /> <br />Fiscal Impact <br />The annual cost difference between the bottom of the salary range and the proposed beginning <br />base salary is $10,380.
