<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 11 , 2000 <br /> <br />Subject <br />Community Development Block Grant (CDBG), HOME Investment Partnership Funds, and City <br />General Fund Funding Agreements for FY 2000-2001 . <br /> <br />Recommendation <br />Approve operating agreements for public service and related programs to 23 non-profit <br />organizations. <br /> <br />Background <br />The City receives an entitlement of CDBG and HOME Investment Partnership funds from the U.S. <br />Department of Housing and Urban Development each year. The Council allocates these funds to <br />various non-profit organizations serving disadvantaged residents. The programs and activities <br />provide a range of intervention and supportive services to Redwood City citizens, ranging from <br />homeless activities to senior and youth programs, from job training and economic development <br />assistance, to minor home repairs and accessibility modifications. <br /> <br />The funds for these programs have already been approved by Council. The Council is now being <br />asked to approve the operating agreements. These non-profit organizations will collectively provide <br />assistance to approximately 5,000 Redwood City households who are low income or have special <br />needs. <br /> <br />CDBG and HOME Funds <br />CDBG funds are targeted exclusively to lower income residents to meet certain housing, supportive <br />services, and non-housing community development needs such as capital improvements to public <br />facilities. Contractual funding agreements are necessary for the City to access these funds from <br />the U.S. Treasury. Twenty organizations are funded through CDBG. The funding agreement for <br />CHDO Operating expehses, Kainos Facilities Rehabilitation and the Redwood Oaks Rehabilitation <br />projects comes from HOME Investment Partnership program funds. These programs and activities <br />were approved by the City Council in May 2000 as part of the First Annual Action Plan of the City's <br />new Five-Year Consolidated Plan for 2000-2005. <br /> <br />City Funds <br />The agreement for Shelter Network's Redwood Family House is funded entirely from the General <br />Fund. This program was also approved by the City Council in adoption of the City's FY 2000-2001 <br />Budget. This agreement is included with CDBG and HOME agreements because the Housing and <br />Human Concerns Committee has recommended that all homeless providers be required to provide <br />the same reporting format as those homeless activities funded exclusively by CDBG. The <br />recommendation is intended to maintain accountability and consistency in data collection for <br />homeless activities needed by the City to prepare our Consolidated Annual Performance and <br />Evaluation Report to HUD. <br /> <br />T"'..". .-..'-,r-' <br />
