REPORT

To the Honorable Mayor and City Council
From the City Manager

September 18, 2000

Subject
Hiring of IT Analyst II above entry level.

Recommendation
That the City Council approve the hiring of Christopher Boyd as an IT Analyst II at $5,300
per month.

Background
Currently, the salary range for IT Analyst II is $4,792 to $5,751 per month. Section 23.31
of the Redwood City Code of Ordinances requires Council approval of any appointments
above the initial point in a salary range.

Given the current demand for Information Technology professionals in the local
employment market, it is becoming more challenging to recruit qualified individuals. We
have to compete with well-financed Silicon Valley enterprises for the limited number of
analysts that can support financial applications.

Mr. Boyd has graduated from Columbia University with a degree in Computer Science and
has worked with Information Technology for fifteen years. He has worked with financial
systems, has experience with project management, is familiar with recent technologies,
and would be a valuable resource for the Information Technology Division.

Due to the intense competition for competent software professionals, it is to the City's
advantage to offer a higher beginning salary in order to hire the most qualified candidate
available.

Fiscal Impact
Funds allocated in the FY 2000-01 budget are sufficient to cover this increase in salary
level that amounts to $5,435 for ten months including PERS costs.

é.- ,
4ß<'>1.<¡ -< ¿,~' ~
George W, Gipe
Information Technology Manager

fi1 f~

I), 'II.' .,1/
,/~~
Edward p, Everett
City Manager

Brian J, Ponty
Director of Finance, Financial Planning

, r."-- -r '
