<br /> <br />T).l~\ <br /> <br />September 18, 2000 <br /> <br />Subject <br />Hiring of Assistant Engineer <br /> <br />Recommendation <br />Authorize (by motion) Engineering & Construction to hire Paul Willis for the position of <br />Assistant Engineer starting at a salary above the bottom of the salary range. <br /> <br />Background <br />Paul Willis comes to the City from the City of Pacifica, having spent over 1-1/2 years in <br />their Public Works Department as Assistant Engineer. Paul comes with excellent <br />recommendations from his present employer. He has experienced the process of land <br />development in Pacifica, where several projects offered him the opportunity to work <br />with Planning Commissioners and public citizens to resolve controversial issues. We <br />expect Paul to support our various Capital Improvement Projects, at first in the field, <br />and later as a project engineer. His background and experience makes him more than <br />qualified to assume the second step of the present position of Assistant Engineer. <br /> <br />The current market for engineers at this level is above the bottom step for the Assistant <br />Engineer. We are fortunate to find such a qualified candidate under these <br />circumstances. <br /> <br />Fiscal Impact <br />Funds to support one additional full-time position were appropriated and approved by <br />the City Council within the FY 2000/2001 Engineering & Construction budget. The <br />salary range for Assistant Engineer is $4,812 to $5,849, including PEAS. Mr. Willis has <br />agreed to accept the second step of the salary range, ($5,054), which is 5% above <br />entry level.
