T).l~\

September 18, 2000

Subject
Hiring of Assistant Engineer

Recommendation
Authorize (by motion) Engineering & Construction to hire Paul Willis for the position of
Assistant Engineer starting at a salary above the bottom of the salary range.

Background
Paul Willis comes to the City from the City of Pacifica, having spent over 1-1/2 years in
their Public Works Department as Assistant Engineer. Paul comes with excellent
recommendations from his present employer. He has experienced the process of land
development in Pacifica, where several projects offered him the opportunity to work
with Planning Commissioners and public citizens to resolve controversial issues. We
expect Paul to support our various Capital Improvement Projects, at first in the field,
and later as a project engineer. His background and experience makes him more than
qualified to assume the second step of the present position of Assistant Engineer.

The current market for engineers at this level is above the bottom step for the Assistant
Engineer. We are fortunate to find such a qualified candidate under these
circumstances.

Fiscal Impact
Funds to support one additional full-time position were appropriated and approved by
the City Council within the FY 2000/2001 Engineering & Construction budget. The
salary range for Assistant Engineer is $4,812 to $5,849, including PEAS. Mr. Willis has
agreed to accept the second step of the salary range, ($5,054), which is 5% above
entry level. The Department budget can cover this additional cost.

,I
)Jon K.
