ry.} D:L

inspection, flagging, material inspection and other related costs for the installation and
upgrading of various at-grade railroad crossings in the Cities of Burlingame and San
Mateo.

The work has been satisfactorily completed, but we have received invoices from the
JPB, which exceed the original amount of the Service Agreement ($310,000). The
invoices submitted by the JPB reflected $392,493.10 in expenses. After several
discussions, an agreement was reached to absorb their in-house support costs and
reduce the invoice to $371,414.10.

Fiscal Impacts
Funds in the 1996/1997 Capital Improvement Program were originally allocated for this
work. Redwood City has contributed $59,527, which paid for a portion of the design
costs for the City's at-grade crossings at Whipple Avenue, Brewster Avenue, Broadway,
Maple, Main, and Chestnut Streets. The design was given to the JPB to incorporate as
part of their "Ponderosa Project". Reconstruction has been completed for all of the
Redwood City's at-grade crossings with the exception of Broadway, which is scheduled
for completion later this fall.

The remaining costs of $2,012,260, have been reimbursed by the Cities of San Mateo
and Burlingame, the JPB, and from Federal and State grant funds.

An additional $147,000 in Federal funds were secured for the fiscal year 00/01 for
covering potential claims by the contractor and other potential cost overruns.
Fortunately, the City negotiated a settlement with the contractor, and based on the final
project costs, additional funds will not be necessary.

, , '---' '

~/'~'/v/ "'- '"" ,'--
~. - -- ' -
Brian Lee
Senior Civil Engineer

~

Ed Everett
City Manager

JPIBLss
SllibrarylreportslbrianlRubberizedXing, 9, 00
