<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />September 11, 2000 <br /> <br />Subject <br />Resolution Authorizing an Agreement and Execution of a Contract for Professional Services with CH2MHili <br /> <br />Recommendation <br />Approve the Resolution and Agreement <br /> <br />Background <br />South Bayside System Authority (SBSA) is preparing a Specific Plan to describe the potential development of <br />its property in Redwood Shores and the adjoining Church property and radio station site north of its treatment <br />plant. (Please refer to the attached exhibit). <br /> <br />The Specific Plan stems from an agreement between Redwood Shores Owners Association and a proposed <br />Church at 1406 Radio Road. At the urging of City Council, staff and interested parties worked out a compromise <br />regarding an appeal of a Use Permit for a proposed Church. Part of the compromise was that the parties would <br />prepare a Specific Plan showing all existing and proposed new development for the area. SBSA has agreed to <br />be the lead agency and prepare the Specific Plan in return for the Church deeding a small portion of its property <br />to SBSA that will be used as a landscape buffer. <br /> <br />The City will need to prepare an environmental analysis for the Specific Plan per the requirement of the California <br />Environmental Act (CEQA). The first step will be to prepare an "initial study" to determine if a Mitigated Negative <br />Declaration or an Environmental Impact Report should be prepared for the Specific Plan. The Planning <br />Commission will review this initial study at a public hearing. ' <br /> <br />Staff has selected CH2M HILL to prepare the initial study. The company has extensive experience preparing <br />environmental documents and is very familiar with the environmental issues on the Redwood Shores Peninsula. <br />As described in the attached project description, the cost of the initial study will be $23,472. <br /> <br />Staff also recommends that the Council authorize staff to approve the additional work (Mitigated Negative <br />Declaration or EIR) as long as it does not exceed $100,000. (The consultant will not know the actual cost of the <br />EIR until the Specific Plan is prepared). SBSA and the Redwood Shores Owners Association are supportive of <br />this idea. <br /> <br />Alternatives <br />1 . Not approve the agreement, and therefore not proceed with the environmental review project <br />2. Only approve authorization of the initial study, and require staff to submit for approval of the additional work <br />at a later time. <br /> <br />Fiscal Impact <br />There will be no fiscal impact to the City.
