Disband the Edgewood Traffic Calming Committee. <br /> <br />2. Direct staff to provide reports, and to receive direction on significant traffic calming and <br />safety issues at City Council Study Sessions. <br /> <br />Background <br />In November 1999, Council authorized the placement of speed humps on Edgewood Road and <br />stop signs on Blandford Boulevard directing that they be evaluated after four months. Mayor Ira <br />Ruskin subsequently appointed a Committee of the Council (Edgewood Traffic Calming <br />Committee [lithe Committee"]) to monitor the Edgewood Speed Hump/Blandford Stop Signs <br />evaluation and related traffic calming matters in the City. Committee members are Dick Claire, <br />Jeff Ira, and Barbara Pierce (Chair). This report presents the recommendation of the Council's <br />Committee regarding the process for resolving future traffic issues. <br /> <br />The Committee has accomplished its primary mission, which was to evaluate the results of the <br />trial period for the Edgewood humps and Blandford stop signs, and advise the Council of its <br />findings and recommendations. In addition, the Committee has concluded that since the most <br />significant traffic controls (e.g., stop signs, speed humps) require Council approval, it would be <br />more effective to provide the entire Council with the opportunity to participate in the presentation <br />and discussion of these issues. The Committee recommends that Council Study Sessions <br />using an informal format to allow open dialog and exchange of questions and ideas among <br />Councilmembers and staff would be the most appropriate venue for these discussions. The <br />Committee also suggests that "bundles" of traffic issue reports be presented at each such Study <br />Session, which would be scheduled on occasion as needed, or perhaps on a quarterly basis. <br />Such Study Sessions would help Council to develop a broad understanding of traffic <br />issues/mitigations, enable staff to have a clearer understanding of Council concerns, and lead <br />to a more comprehensive approach to traffic issues. <br /> <br />Any future traffic calming issues in the Edgewood Park neighborhood, such as those mentioned <br />in the Committee's report on the Edgewood humps and Blandford stop signs would be <br />discussed using this Study Session Format. With creation of this preferred process for future <br />traffic control issues, the Committee recommends that the Mayor disband the Edgewood Park <br />Traffic Calming Committee. <br /> <br />r" . <br /> <br />--11" <br />
