None
i
4. JO/NT PUBUC HEAR/NG WlTH PLANNING COMM/SSION AND HOUSING
AND HUMAN CONCERNS COMMITTEE
Zoning Text Amendmerrt
ZT. 05Q5-9: Resolution of lntention of the Planning Commission to amend Article
37, Accessory Dwelling Ordinance, re/ating to size of accessory units, parking
requirements, owner occupancy, and notification requirements.
Proposed Action: Hold pubJic hearing and recommend to City Council text
amendment.
Mr. Passanisi said that the State requires the City to allow Accessory
Dweliing units in single family districts. In 1992 the City adopted such an
ordinance. Subsequently the Pfanning Commission and the Housing and
Human Concems Committee recommended changes to the ordinance in
order to promote affordable housing. Staff is now presenting those
amendments back to the Planning Commission and the Housing and
Human Concerns Committee with some other possible changes. Mr.
Passanisi showed overhead slides of the changes being proposed. .
 The changes included: -
• The property owner shall be given a choice to reside in either the main
unit or in the accessory dwelling
• The maximum size of the accessory unit shall increase from G40 sq. ft.
to 1,000 sq. ft. or 60% of the mair unit, whichever is less
• One driveway parking space may be counted toward the required three
spaces ,
• A Conditional Use Permit shall be required
• The accessory unit shall conform to all zoning requirements for that
zoning district
Chairman Verdone asked questions regarding detached garages versus
attached garages.
Commissioner Sanfilipo asked what would happen if the garage is in the
front unit, so they won't be able to parked on the driveway.
Mr. Passanisi responded that the City would not allow the second unit
since it did not cnform to the parking requirements.
. ..
_ _ __. _ _
r . . , _
