.� <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 16, 2000 <br /> Subject <br /> Salary increase to the Lead Police Clerk classification. <br /> Recommendation <br /> It is recommended that the salary range for the Lead Police Clerk classification be <br /> increased 6.74 percent, retroactive to December 6, 1999. <br /> Background <br /> On December 6, 1999, the Police Clerk classification received a 6.74 percent salary <br /> increase. This increase was the result of a salary study which showed that the City of <br /> Redwood City Police Clerk classification was 6.74 percent below the local labor market. <br /> The salary study was initiated by the Police Department who needed to recruit for the <br /> position and believed that the Redwood City Police Department salary was not competitive. <br /> The typical spread in salary in Redwood City befinreen a lead class and its subordinate <br /> classification is ten percent. The salary increase in December 1999 to the Police Clerk <br /> classification created a spread in salary befinreen the Lead Police Clerk and Police Clerk <br /> classifications of approximately three percent. Therefore, in order to establish a more <br /> appropriate salary spread, it is recommended that the Lead Police Clerk be increased by <br /> 6.74 percent as follows: <br /> (All salaries include PERS bonus and exclude benefits) <br /> Classification Current Proposed <br /> Lead Police Clerk $3852 monthly $4112 monthly <br /> Police Clerk $3739 monthly $3739 monthly <br /> The effective date of the salary increase for the Lead Police Clerk classification is <br /> December 6, 1999 because that is when the compaction with the Police Clerk classification <br /> first occurred. The proposed salary above has been agreed to by SEIU. <br /> Alternative <br /> The alternative would be to leave the Lead Police Clerk salary as is with only a three <br /> percent salary difference relative to the Police Clerk classification. This would maintain an <br /> inappropriate spread in salary between a lead position and its subordinate classification. <br /> Fiscal Impact <br /> The current annual cost to the Police Department — including benefits — for one Lead <br /> Police Clerk FTE is $48,104. The increase in salary raises the annual cost to $51,346, a <br /> growth of $3242 per year. Additionally, the Police Department budget for fiscal year 2000- <br /> 2001 includes an approved additional FTE for Lead Police Clerk. Furthermore, there is an <br /> additional cost to the Police Department of $2823 for the retroactive salary increase. There <br /> are sufficient funds in the Police Department budget for fiscal year 2000-2001 to absorb <br /> _ <br /> _. . <br /> . r .. _ ._ <br />
