- 3 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> October 16, 2000 <br /> Subject <br /> Job Description for Juvenile Specialist position. <br /> Recommendation <br /> Approve the job description and salary plan for Juvenile Specialist position. <br /> Background <br /> For 11 years, the Police Department has contracted with Youth and Family Assistance to <br /> provide a juvenile counselor position to supplement its efforts with the youth of Redwood <br /> City. The counselor assists the Juvenile Detective with diversions, individual and family <br /> counseling, Spanish translation and a myriad of other tasks to help provide the full range of <br /> service to young people of our community. Our current counselor has been assigned to <br /> the Department every year since the concept materialized. Over the past year, the Police <br /> Department came to the realization that the juvenile counselor position had grown into a <br /> position that was too valuable to be contracted out. The Police Department concluded that <br /> the needs of the community would best be served by the addition of the position to the <br /> Department as a full time employee—giving the City and the Police Department a better <br /> assurance of quality and continuity. <br /> Alternative <br /> The alternative would be to continue to contract with Youth and Family Assistance to <br /> provide a juvenile counselor position to supplement the City's efforts with the youth of <br /> Redwood City. <br /> Fiscal Impact <br /> In the last budget cycle, the Department was able to add the Full Time Equivalent of a <br /> Juvenile Specialist position without the need for additional funds by using money already <br /> allocated for the contract position and money from other sources within the budget. <br /> . ��-� , v v�� i <br /> Patrick Alva ez Cartos Bolanos Ed Evere <br /> Sr. Human Resources Rep.
