Recommendation Approve the job description and salary plan for Juvenile Specialist position. Background For 11 years, the Police Department has contracted with Youth and Family Assistance to provide a juvenile counselor position to supplement its efforts with the youth of Redwood City. The counselor assists the Juvenile Detective with diversions, individual and family counseling, Spanish translation and a myriad of other tasks to help provide the full range of service to young people of our community. Our current counselor has been assigned to the Department every year since the concept materialized. Over the past year, the Police Department came to the realization that the juvenile counselor position had grown into a position that was too valuable to be contracted out. The Police Department concluded that the needs of the community would best be served by the addition of the position to the Department as a full time employee—giving the City and the Police Department a better assurance of quality and continuity. Alternative The alternative would be to continue to contract with Youth and Family Assistance to provide a juvenile counselor position to supplement the City's efforts with the youth of Redwood City.
