3A•� <br /> WHEREAS, the term of the Agreement, as extended by the First <br /> Amendment, expires October 31, 2000; and <br /> WHEREAS, environmental review of the Project is being conducted <br /> pursuant to the California Environmental Quality Act (Pub. Resources Code <br /> § 21000, et seq.; "CEQA"); and <br /> WHEREAS, it is to the mutual advantage of the parties that the <br /> environmental review of the Project be completed and public information forums <br /> be held in order to provide necessary information for the negotiations conducted <br /> � pursuant to the Agreement; and <br /> WHEREAS, the negotiation period under the Agreement must be <br /> extended in order to accommodate the aforesaid matters; <br /> NOW, THEREFORE, THE PARTIES AGREE AS FOLLOWS: <br /> 1. AMENDMENT. Paragraph 1(TERM/NEGOTIATION PERIOD) of the <br /> Agreement, as amended, is hereby further amended to read as follows: <br /> "1. TERM/NEGOTIATION PERIOD. The term of this Agreement shall <br /> commence upon the above date and expire January 31, 2001 (the <br /> "Negotiation Period"). <br /> 2. EFFECT.
