! <br /> REPORT <br /> To the Redevelopment Agency <br /> October 16, 2000 <br /> Subject <br /> Agreement for Environmental Special Counsei Services — Law Offices of William A. <br /> Falik <br /> Recommendation <br /> That the Redevelopment Agency Board approve the subject agreement by resolution. <br /> Background <br /> An Environmental Impact Report (EIR) is being prepared for the Downtown Retail/Cinema <br /> � Project. As part of this process, the Agency Attorney recommends contracting with special <br /> counsel to review the EIR and prepare the administrative record required by the California <br /> Environmental Quality Act (CEQA). As the Board knows, EIR's are often the point of <br /> challenge to high profile projects. In this instance, the City Attorney believes it is important <br /> to use special counsel to ensure that there are no procedural issues that might be raised <br /> in connection with the project. William Falik has specific experience with such CEQA <br /> review issues and is therefore recommended to the Board. <br /> Fiscal Impact <br /> The Redevelopment Agency will pay expenditures under this agreement.
