. ' REPORT To the Honorable Mayor and City Council From the City Manager October 9, 2000 Subject The appointment of JoAnne Wetzel at Step Two of the Senior Library Outreach Specialist classification. Recommendation It is recommended that the City Council approve, by motion, the appointment of JoAnne Wetzel to the position of Senior Library Outreach Specialist at Step Two ($3420 per month) in the classification's salary range ($3256 to $3958 per month). Background This is a new position for the library's Youth Services Department. It requires someone who can direct outreach efforts to the preschools and day cares, recruit and train volunteers to read aloud to preschool children, model early learning skills activities for child care providers, present workshops for parents and child care providers on the importance of reading to children, and work with other community agencies involved in early childhood education. Few people can meet the many demands of this program, let alone develop it from ground up. The recruitment process extended over several months before we had any viable candidates for the position. JoAnne Wetzel comes to this position with many years as an educator and writer of children's materials. She has been earning more entrepreneurially in childhood education than the position pays even at second step, but is dedicated to the concept of this new program and wants to see it succeed. Starting her at Step Tw�o will allow her to accept the position at a salary level approximating her current income. Fiscal Impact Difference in annual cost between Step One and Step Two is $1968. The Library budget will cover the extra cost.
