Background The owner of the building at 890 Broadway has requested a building permit for substantial improvements at the subject site. The proposed construction includes: ➢ The seismic upgrade of the existing building, ➢ farade remodel, ➢ site parking and landscape improvements, and ➢ new mechanical, electrical, and plumbing systems to serve the remodeled building. The construction cost far exceeds $100,000.00. Article XIV, Section 18.242 of the Local Development Standards requires the owner to install electrical, telephone, and Cable TV lines underground along the street frontage, as well as on the subject property, if the estimated cost of remodeling exceeds $100,000. The subject property (890 Broadway) is located at the corner of Charter Street and Broadway. There are, overhead electrical, and telephone lines adjacent to the property along Charter Street. The owner of the property is willing to enter into an agreement for the placement of the overhead facilities underground, and post a cash deposit in the amount of $180,000.00 (in-lieu-of bonds) to assure the completion of this work. PG&E will prepare the construction plans for this work, however, they are not completed at the present time. Due to the back-log of work at PG&E, the agreement allows 120 days for the owner to obtain approval of the plans by the City.
