<br /> The Council of Redwood City does ordain as follows:
<br /> Section 1. Findings. This Council hereby finds and declares as follows:
<br /> A. The market demand for office development in the City of Redwood
<br /> City has increased far beyond that anticipated when current land use
<br /> designations were established under Ordinance No. 1130, as amended, the
<br /> Redwood Zoning Ordinance ("Zon. Ord.");
<br /> B. Large scale office developments have been, and are being, proposed
<br /> for developed and undeveloped properties which, as individual parcels, or
