Attachment #2 ' 248 Pamela Drive, #31 <br /> �—� � � Mountain View, CA 94040 <br /> August 1, 2000 <br /> Ms. Patricia Howe, City Clerk <br /> City of Redwood City <br /> 1017 Middlefield Road <br /> Redwood City, CA 94064 <br /> Re: Appeal of the Planning Department's denial for a building permit for Lot 21 on Laurel Way. <br /> Dear Ms. Howe: <br /> We are herein appealing to the City Council the Piannin� Department's denial of a building permit for Lot <br /> 21 on Laurel Way. We believe that a building permit should be granted for the reasons outiined in the <br /> letter sent to Mr. Thomas Passanisi, of the Planning Department, dated June 7, 2000 (enclosed). <br /> The street of Laurel Way has been in limbo since the public hearing held in 1971, at which time a resolution <br /> was adopted abandoning the improvement project for Laurel Way. The 1985 planning recommendations <br /> and the 1988 adoption of the staff report have placed a quasi moratorium on the property that is still in <br /> existence today. <br /> It should be noted that despite the 1985 planning report recommending that no property should be allowed <br /> to be built beyond the end of the street, the Council granted a building permit in December, 1986. The <br /> owner was allowed to spec �uild a house and extend the street and utilities to his parcel. <br /> Lot 21 is an in-fill lot near the beginning of the street with houses all around it. The property is located <br /> along the improved frontage of Laurel Way and has all utilities. As discussed in our letter to Mr. Passanisi, <br /> Lot 21 does not have anything to do with the other lots beyond the paved end of the street. Lot 21, which <br /> has no unusual building problems, is getting tied down simply because it happens to be located on the same <br /> street as some problem lots. If Lot 21 were located on any other street, it would have been built today. It <br /> would not be fair to require us to complete improvement plans and an EIR for the entire area when Lot 21 <br /> is buildable on its own merits. <br /> We feel Lot 21 is a buildable lot and is unfairly trapped in a policy meant for problem lots located on the <br /> unpaved and far end section of Laurel Way. We are not asking for unreasonable consideration.
