_ 8- � � <br /> � <br /> R�P�� . _ <br /> , �o #ne �t�norabie �layar a�c� ��y �ouncif <br /> ' Frt�m #he �G Mana er <br /> October 23, 2000 <br /> Subject <br /> Agreement for Professional Engineering Services for the Roosevelt Avenue <br /> Reconstruction Project Phase II - Engineering File No. 806-05 <br /> Recommendation <br /> Adopt a resolution approving and authorizing execution of agreement with Wilsey Ham <br /> of Foster City, California for Professional Engineering Services for the Roosevelt <br /> Avenue Reconstruction Project Phase II <br /> Background <br /> Over ten years ago, Wilsey Ham completed the design for the Reconstruction of <br /> Roosevelt Avenue from EI Camino Real to Valota Road. Due to funding shortfall, only <br /> the portion from EI Camino Real to Hudson Street (Phase I) was completed. The work <br /> included undergrounding the overhead utilities; upgrading the water; sewer and storm <br /> drain systems; new street lighting; new curb; gutter; sidewalk and roadway. <br /> As part of the 2000-2001 Capital Improvement Program, Phase II of Reconstruction of <br /> Roosevelt Avenue is now ready to begin. A presentation was given to the Roosevelt <br /> Avenue Neighborhood Association at their meeting, July 27, 2000, explaining the <br /> project and getting public input. <br /> Alternatives <br /> Due to concerns about retaining the existing trees, and making our streets more <br /> pedestrian-friendly, two alternatives were presented, as follows: <br /> 1. Alternative one would retain the existing design with monolithic curb, gutter and <br /> sidewalks with no landscaping between the sidewalk and curb, as was <br /> constructed in Roosevelt Avenue Phase I. This would also eliminate many of <br /> the existing street trees while maintaining most of the street parking. Alternative <br /> two would retain most of the trees, but eliminate approximately a third of the <br /> parking. <br /> 2. Alternative two would construct "bulb-outs" similar to what was done on James <br /> Avenue between EI Camino Real to Hudson Street. Alternative two would also <br /> provide a landscape parking strip between the vehicular traffic and pedestrians. <br /> The overwhelming consensus was to redesign this portion of the street to save <br /> the existing trees and create "bulb-outs" for parking at the curb returns.
