�• �' <br /> REPORT <br /> To the Honorable Mayor and City Councii <br /> From the City Manager <br /> October 23, 2000 <br /> Subject <br /> Encroachment Agreement — Metromedia Fiber Nefinrork Services, Inc. <br /> Recommendation <br /> Adopt a resolution approving and authorizing Encroachment Agreement with <br /> Metromedia Fiber Network Services, Inc. (MFN) to install a new fiber optic cable <br /> through Redwood City. <br /> Background <br /> The recent deregutation of communications systems has allowed many companies to <br /> begin installation of cable systems for private use. We already have five (5) such lines <br /> running through Redwood City (MFS, NEXTLINK, RCN, TCI & WILLIAMS). <br /> � Issues <br /> • MFN is requesting the installation of a fiber optic line through Redwood City. <br /> This is not like the RCN system that will be installed throughout the City. The <br /> fiber optic lines will only enter the City at one point and exit at one point (see <br /> attached map) with no connections to individual users. The work will not be done � <br /> in residential areas, except for a portion of Second Avenue. <br /> • Most of the line will be installed through "directional boring," which will eliminate <br /> the excavation in our streets. This agreement includes the provision for trench <br /> cut fees should they be enacted, but we expect very little trenching for this <br /> project (only areas where bore and receiving pits are dug). San Mateo County <br /> will be considering the adoption of a trench cut fee ordinance, which other cities <br /> on the Peninsula including Redwood City, may also adopt. Action by the County <br /> has been delayed pending a court decision in San Francisco involving PG8�E. <br /> Alternatives <br /> Due to Federal Communications Commission and Public Utilities Commission rulings, <br /> the only alternative available to the City would be to change the route through our <br /> streets. The current route is about as direct as it can be, and avoids the downtown. <br /> The City has allowed other competing companies to install their system through this <br /> same route. <br /> Fiscal Impacts <br /> There are no fiscal impacts to the City.
