<br />REPORT <br /> <br />4.~( <br />() <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />November 6, 2000 <br /> <br />Subject <br />Appointment of Human Resources Technician at above bottom of salary range. <br /> <br />Recommendation <br />It is recommended that the City Council approve, by motion, the appointment of Marcy <br />Ignacio Teano to the position of Human Resources Technician in the Department of <br />Human Resources at a salary above the bottom of the range. <br /> <br />Background <br />The Human Resources Technician position has been staffed since August of 1999 on a <br />temporary contract basis after the incumbent promoted to another HR position. After filling <br />other vacant HR positions, a recruitment process for the Human Resources Technician <br />commenced on July 24, 2000 and culminated in an Eligibility List, effective September 28, <br />2000. <br /> <br />The Human Resources Technician position is a highly critical support function for the <br />Department of Human Resources. It is vitally important that the incumbent provide a keen <br />attention to detail, superb organizational skills, and a strong customer-service orientation. <br />The incumbent also has to provide strong technical and administrative support in a fast- <br />paced environment as the Department of Human Resources endeavors to provide <br />relentless customer service to its customers. Mr. Teano - who comes to us from the <br />private sector - was very impressive during the interview process. Additionally, reference <br />checks proved to be extremely positive, therefore it is believed he will be able to fulfill these <br />rigorous requirements. <br /> <br />The salary range for the Human Resources Technician position is $3345 to $4013 per <br />month. Mr. Teano's salary with his current employer is $3750 per month. Therefore, the <br />recommendation is to appoint Mr. Teano at $3900 per month pending City Council <br />approval. <br /> <br />Fiscal Impact <br />The additional cost to the City for the remainder of the current fiscal year of bringing Mr. <br />T eano in at $3900 per month instead of $3345 per month (the bottom of the salary range) <br />is $5123.'
