5 A (i)

REPORT

To the Honorable Mayor and City Council
From the Ci Mana er

~ovember 6, 2000
Subject
Peninsula Transportation Plan 2010
Recommendation
The following are recommendations that should be forwarded to C/CAG:
1. Adopt the Peninsula Transportation Plan 2010
2. Investigate the merging of county-wide agencies that deal with transportation and
regional planning.

3. Place the reauthorization of Measure "A" on the ballot.

4. Invest transportation money in those projects that have the greatest positive
impact (similar to the method used for ranking road construction projects).

Background
The City/County Association of Governments (C/CAG) and the County of San Mateo
Planning and Building Division have been working for four years to put a transportation
plan together that is a compilation of the adopted plans from transportation agencies, as
well as adopted policies. The "Plan," once adopted, is intended to provide for the
development of the County transportation system for the next 20 years. There is no
single county-wide plan for all modes of transportation.

Issues
Attached is a brief summary of each chapter of the "Plan", and comments that the staff
deemed appropriate. The Executive Summary was sent to you last week under
separate cover.

Fiscal Impacts
It is difficult to determine the final impacts at this time. Some recommended projects
may require local matching funds. Other projects will have significant implication on
future land use (High Speed Rail).

It should be of concern to Redwood City that transportation money be efficiently spent
within the County on traffic improvement projects, and not divided among all of the local
jurisdictions for a series of small projects that have little or no county-wide traffic
improvement.

e atterson
anager, Engineering & Construction

Ed E{!t~

City Manager

JP:ss
s/library/joel/Council_Peninsula Transp Plan 2010

., '.T--.'-----'~'..
