<br />~ -A!. <br /> <br />REPORT <br /> <br />To the Redevelopment Agency <br /> <br />November 13, 2000 <br /> <br />Subject <br />Resolution Approving Revocable Permit for Use of Agency Owned Land at EI Camino <br />Real and Vera Avenues <br /> <br />Recommendation <br />Approve and authorize the grant of revocable permit. <br /> <br />Background <br />Devcon Construction (General Contractor for Irvine Apartment Communities (lAC)) <br />needs a staging area for its construction managers and tools and equipment while it <br />undertakes the construction of Irvine Apartment Communities portion of the Franklin <br />Street Project. Devcon has requested to use a 17,000 square foot portion of the <br />Redevelopment Agency property located at EI Camino Real and Vera Street for this <br />purpose (refer to Exhibit A). They hope to use the site for one year, but agreed to a <br />month to month revocable permit so that the land will not be encumbered should the <br />Redevelopment Agency (RDA) be in a position to begin site preparation and/or <br />construction of the affordable housing project proposed for the subject site. <br /> <br />The RDA purchased the property with Federal Community Development Block Grant <br />and Home Investment Partnership Act funds for the sole purpose of developing the land <br />with affordable housing. Leasing the property to Devcon is an interim use only and shall <br />in no way delay the City's obligation to construct replacement-housing units on the site. <br />The City has notified HUD of its intentions to provide permission for this interim use and <br />will account for program income earned pursuant to this agreement. Devcon will pay <br />the RDA $2,500/month to lease the site, of which 55% or ($1,375) shall be attributable <br />to the federal program. <br /> <br />Devcon Construction has agreed to screen the trailers with fencing and/or landscaping <br />to reduce potential impacts on adjacent residential property. They have also agreed not <br />to store toxic materials/substances of any kind on the site. Trailer use by Devcon <br />personnel and its subcontractors will also be consistent with Redwood City's <br />Construction Noise Ordinance standards. <br /> <br />Alternative <br />Do not approve the revocable permit. This option would prevent Devcon Construction <br />from storing office and equipment trailers on the subject property. <br /> <br />.. 'T--'-"-"T'" . <br />
