7, 2-A1

November 13, 2000

Subject
Final Acceptance - 1999 Street Light Improvement Project
Engineering File No. 1107-02

Recommendation
Accept the 1999 Street Light Improvement Project, and authorizes the release of bonds.

Background
On August 3, 1999, the City Council awarded the contract for the 1999 Strèet Light
Improvement Project to S.G. Barber Construction, Inc., of Belmont, California, for an
amount of $65,465.00. This project consisted of installing low-pressure sodium vapor
lights in various locations throughout the City. (Please see the attached Site Summary).

Over the last several years, the City has received a number of street light requests from
the residents. These requests initiated the 1999 Street Light Improvement Project, which
was to install 51 street lights in various residential neighborhoods. Due to the time
involved with deciding the street light final proposed locations, and the process in getting
the bids, the construction took a rather long time to be completed. Much of the delay can
be associated with obtaining service information from PG&E. Some of the other project
delays included the backlog in the street light fixture delivery, last minute changes on
service connection requirements by PG&E, and delay in PG&E service connections.

There was one change order issued for this project in the amount of $5,144.51. This
change order included: the street light relocation for Fire Station #11, and some minor
changes per PG&E's change in service connection requirements. The project was
completed for a total amount of $69,609.51.

Next Steps
The existing Street Light Improvement Program successfully implemented a backlog of
street light requests. However, this past project was not that responsive to citizens' needs
due to the problems mentioned. Therefore, the current procedures used to process the
street light requests will require some modification and improvement. The future Street
Light Improvement Project will focus on improving a more extended area than the current
site-by-site basis. and still allow individual street light requests to proceed when a need is
shown.

...
