<br />Engineering & Construction Manager Patterson explained this topic is being presented <br />at the request of City/County Association of Governments (C/CAG) <br />committee/Council Member Hartnett. C/CAG is scheduled to consider approval of the <br />Plan and any recommended revisions by the Council will be reflected. Mr. Patterson <br />stated Rich Napier would explain the Plan and its purpose to be followed by a staff <br />report. <br /> <br />Rich Napier, C/CAG Executive Director, explained that the Plan is unique in that it <br />incorporates funding sources, range of agencies, taxable plans and projects; focuses on <br />the cumulative impact of all and whether the outcomes have met objectives of the plan. <br />Another focus is advocating of policy strategies and not specific projects. The goal is <br />that all the decision-maker' goals and policies will guide many of the decisions. The <br />adoption of the Plan will be the beginning of a range of policies and strategies that over <br />time will be implemented by the various agencies. <br /> <br />Vice Mayor Claire stated that earlier in the day, he had dissented in the approval by <br />the Congestion Management Advisory Committee of the recommendation to C/CAG <br />to adopt the Plan with two revisions. The revisions were to include stronger language <br />regarding the Dumbarton Corridor and a recommendation by a Menlo Park Co'uncil <br />Member to charge for parking at the Millbrae and San Bruno BART stations. Vice <br />Mayor Claire stated he felt parking fees would hinder the use of rapid transit rather <br />than helping. <br /> <br />Council comments included possible countywide coordination of on demand service, <br />such as "Dasher" or other shuttle service, with SamTrans better utilized or possibly <br />eliminated. A comparison of the Eco Pass Program in similarity to the Trans Link <br />proposal was requested. <br /> <br />After hearing both reports A and B, questions from Council included clarification on <br />recommendations in the Plan such as the Dumbarton Rail Program, and whether the <br />BART parking issue is inserted into the Plan or as a side letter. <br /> <br />MIS Hartnett/Jordan to forward the following recommendations to C/CAG: <br />1. Adopt the Peninsula Transportation Plan 2010 in concept with the reservation that <br />with respect to the electrification that we proceed to cost benefit analysis of <br />electrification and further study the matter; <br />2. Urge the merging of county-wide agencies that deal with transportation and <br />regional planning, not necessarily into one agency, but preserving the <br />predominance of City representation and any agency that deals with transportation <br />Issues; <br />3. Place the reauthorization of Measure "A" on the ballot; <br />4. Invest transportation money in those projects that have the greatest positive impact <br />(similar to the method used for ranking road construction projects). <br />The motion passed by a unanimous voice vote.
