<br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 4, 2000 <br /> <br />Subject <br />Approve appointment of Administrative Clerk III in the Parks, Recreation and Community <br />Services Department with a salary above the bottom of the range. <br /> <br />Recommendation <br />That the City Council approve, by motion, the appointment of Ms. Colleen Ishida to the <br />position of Administrative Clerk III in the Parks, Recreation and Community Services <br />Department at step 3 of the salary range. <br /> <br />Background <br />Over the past few months, we have had several vacancies for the position of <br />Administrative Clerk III. Vacancies have resulted from a retirement and a promotion, and <br />in this difficult labor market the Human Resources Department has been hard pressed to <br />attract qualified candidates for this position. After several rounds of oral board interviews, <br />an oral board panel determined that two candidates were qualified for the opening at <br />Sandpiper Community Center and an eligibility list composed of two candidates was <br />established on October 27, 2000. Ms. Colleen Ishida was rated the number one <br />candidate. <br /> <br />Ms. Ishida has appropriate education and has had several years of relevant experience <br />with a school district, and regular interaction with youth is one of several factors that <br />renders her a very good candidate for this opening. In secondary interviews with the <br />Parks, Recreation and Community Services Department it was decided that <br />Ms. Ishida would be the best match for the Sandpiper opening. However, the first step for <br />the Administrative Clerk III range position is $3000 per month and Ms. Ishida currently <br />earns $3296 per month. She has indicated she would accept the position if the salary is <br />comparable to current earnings. Step 3 of the salary range ($3308) would meet that <br />requirement. <br /> <br />Fiscal Impact <br />For the balance of fiscal year 2000 - 2001, there is a salary differential of $1 ,848 between <br />Steps 1 and 3. This amount can be absorbed by the Parks, Recreation and Community <br />Services Department because the previous incumbent was at the top of the range and the <br />department budgeted funds at that level (step 5); hence there are sufficient funds within <br />the current budgetary allocations to cover the higher salary. <br /> <br />~~ <br /> <br />CORINNE CENTENO <br />Parks, Recreation & Comm.
