<br /> <br />December 4, 2000 <br /> <br />Subject <br />Award of Contract - Redwood Shores Street System Improvements Project <br />Engineering File No. 803-02 <br /> <br />Recommendation <br />Adopt a resolution awarding the contract for Redwood Shores Street System <br />Improvements Project, to the lowest responsible bidder, RGW Construction, Inc. of <br />Livermore, California, for their low bid of $2,229,323.55. <br /> <br />Background <br />The majority of this project is the non-Caltrans portion of the improvements that will be <br />funded by the Redwood Shores Community District No. 99-1, commonly referred to as <br />Shores Transportation Improvement District (STID). This portion of the contract covers <br />the improvements to the local streets, primarily at intersections. Because the majority <br />of delays are caused by inefficiencies at intersections (especially turning movements), <br />making improvements at these locations should improve the overall efficiency of the <br />system, which feeds and receives traffic to and from the freeway. The improvements <br />proposed include additional turn lanes; converting through lanes into turn lanes; traffic <br />signal modifications, and lengthening of turn lanes. In addition, the drainage and <br />roadway surface within the project areas will be reconciled as needed. <br /> <br />This project involves improvement to four intersections, as follows: <br />~ Marine Parkway at Twin Dolphin Drive <br />~ Marine Parkway at Bridge Parkway <br />~ Marine Parkway at Oracle East Street <br />~ Redwood Shores Parkway and Bridge Parkway <br /> <br />The first two locations are entirely within the scope of work of the STID, and will be <br />funded as such. Improvements at the Oracle East intersection will be funded partly by <br />Oracle and partly by GID 1-64. The last intersection is mostly STID work (except for <br />the signal work), which will be funded by GID 1-64, and done at a later time. <br /> <br />On July 24, 2000, the City Council approved the Contract Documents and authorized <br />the advertisement for bids for this project. More information was presented in that Staff <br />Report, which is attached for your information. <br /> <br />Originally, the bid opening was set for August 30, 2000, however, it had to be delayed <br />to accommodate the redesign of the Redwood Shores Parkway/Bridge Parkway <br />intersection. This redesign was prompted by input from residents who were not <br />convinced that the traffic volume at this intersection would warrant an additional left-turn <br />lane from east-bound Redwood Shores Parkway onto Bridge Parkway. Traffic counts <br />revealed that this is a borderline case, and the turn lane was lengthened in-lieu-of <br />adding another one. <br /> <br />'»;'"-"»--"'T"""" <br />
