<br /> <br />-EI <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />December 4, 2000 <br /> <br />Subject <br />Purchase of One Emission Test Analyzer System <br /> <br />Recommendation <br />That the City Council authorize the purchase of one emission test analyzer system in the <br />amount of $27,918.63 from the State of California Office of Procurement under the <br />California Multiple Award Schedule (CMAS) #4-97-51-0001 B. <br /> <br />Background <br />In 1991 the Equipment Services section in the Public Works Services Department <br />purchased their first electronic emissions test analyzer system. This analyzer was required <br />for certifying smog testing under the State of California's Bureau of Automotive Repairs <br />(BAR) strict (1991) smog requirements. <br /> <br />On November 1, 1999 the (BAR) began phasing in even stricter requirements for smog <br />testing and require agencies who perform in-house smog testing to be fully compliant with <br />the new requirements by January 1, 2001. <br /> <br />Redwood City's existing emission test analyzer cannot meet these new requirements and <br />will not be capable of certifying smog testing on vehicles after December 31, 2000. <br />Redwood City currently has 156 vehicles in their fleet that requires smog testing. <br /> <br />The emission test analyzer system offered through the State of California from Snap-On <br />Tool Corporation performs all functions and meets all requirements from the (BAR) to <br />continue certifying our vehicles for emissions compliance. <br /> <br />Fiscal Impact <br />Funds have been allocated and approved in the FY2000101 Public Works Services <br />Department budget in the amount of $30,000 for this purchase. <br /> <br />~~ j' <br />-- / ,-, <br />/' <., J ...' ,-~- , <br />~ " " ...' _u ~ / ------ <br />Larry Barwacz ~' <br />Public Works Superintendent <br /> <br />Peter Ingram <br />Public Works S <br /> <br /> <br />City Manager <br /> <br />Attachment <br />Resolution <br /> <br />.;---... . ~'T" <br />
