r¡.

REPORT

To the Honorable Mayor and City Council
From the City Manager

December 4, 2000

Subject
Job description and salary range for the Webmaster classification.

Recommendation
1. Approve, by resolution, the job specification for the classification of Webmaster.
2. Amend, by resolution, the salary and wage plan to add the above classification.

Background
Currently, there is no one person, nor one particular classification that is responsible for
the design and maintenance of the City's various web sites. Redwood City has used a
combination of generous volunteers and employees with many other duties to create and
maintain our Web Site. There have been continual improvements to our site, but the City
has yet to commit the resources necessary to bring our Web site up to current standards.
As a result, there have been many requests from the community to improve our Web Site.
With the absence of a properly vested central coordinator, our site lacks cohesiveness and
consistent quality. Each Department has taken a different approach such as using their
own employees, finding volunteers, with several other departments each hiring a different
consultant. Each department has its own different style, appearance, and feel since we
are using a piecemeal approach.

The Webmaster position would be responsible for both new development and maintenance
of existing Web applications, testing, implementation, and evaluation of new and existing
Web applications. The Webmaster position shall support the Redwood City Web Site by
transforming this communication link into a vehicle for transmitting critical City information
to the outside world, for creating a convenient alternative for conducting City business, and
for providing exceptional customer service by performing the duties listed below. This
position requires technical experience, ability to design artistically attractive Web pages,
and excellent communication skills.

Alternative
The alternative would be to continue with each department being responsible for their
respective piece of the City's web site.

Fiscal Impact
The annual cost of the salary and benefits for the Webmaster position are included in the
IT Division budget for 00-01 ($92,420) and 01-02 ($97,015).

Patrick Alvarez
Sr. Human Resources Rep.

MP~

Brian Ponty
Finance Director

~~

City Manager

..T---.~'T-- .
