<br />Planning and Redevelopment Manager Church explained the permit request for temporary <br />staging of equipment for construction of the Irvine Apartment Communities portion of the <br />Franklin Street Project. <br /> <br />Recommendation: Approve and Authorize the Grant of Revocable Permit <br /> <br />MIS Hartnett/Pierce to adopt RESOLUTION RD-00-57 APPROVING AND AUTHORIZING <br />EXECUTION OF GRANT OF REVOCABLE PERMIT/CORNER OF VERA AND EL CAMINO <br />REAL (Devcon Construction. Inc.). <br />The motion included direction to place a diagram or sign referencing the project and passed <br />by a unanimous roll call vote. RD-MINUTE ORDER 00-12 <br /> <br />B. Third Amendment of Disposition and Development Agreement (DDA) for Franklin Street <br />Project - Shea Homes; <br /> <br />Planning and Redevelopment Manager Church explained that on September 13, 1999 the <br />Redevelopment Agency entered into a DDA with Shea Homes for approximately 300 <br />housing units on the area south of Jefferson A venue between El Camino Real and the <br />railroad tracks. In May of 2000, an extension was approved until November 20~ 2000. A <br />further extension is requested up until March 20, 2001 for refining of business terms and <br />completion of design review of the amended plan. <br /> <br />Public Comment: <br />Ted Hannig stated he had originally opposed the extension and that the issue is that there <br />are developers that could move the project along further than has occurred in the past. <br /> <br />MIS HartnettlIra to extend the Exclusive Right to Negotiate for only a 'period of 60 days <br />from November 20. The extension is to be conditioned on that by the close of business on <br />November 20, the City receives a letter that outlines each of the issues that the project <br />proponent considers need to be resolved or agreed upon and that the list include issues that <br />staff will bring to the attention of the project proponent as well as those the proponent <br />already has in mind. Secondly, that the extension be conditioned upon a waiver by the <br />project proponent of any claims that it has, may have or could have arising from the entire <br />process through the date of the extension. <br /> <br />And <br />Adopt RESOLUTION RD 00-58 OF THE REDEVELOPMENT AGENCY OF THE CITY OF <br />REDWOOD CITY APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT OF <br />THE THIRD AMENDMENT OF THE DISPOSITION AND DEVELOPMENT AGREEMENT <br />WITH SHEA HOMES LIMITED PARTNERSHIP FOR THE FRANKLIN STREET PROJECT; <br /> <br />The motion passed by a unanimous roll call vote. <br /> <br />RD-MINUTE ORDER 00-13 <br /> <br />7.
