7.3-Cs�. <br /> �� <br /> ���� _ <br /> Tr� #�e �r�n�r�ble .��to�rl�r��d �r`�€ Cour��a�' <br /> F�� the C��t �lan�ger <br /> December 18, 2000 <br /> Subject _ _ <br /> Agreement for Consultant Services with ROMA Design Group for Preliminary <br /> Investigative Work Related to the Preparation of the Specific Plan for the Bair Island <br /> Road Area. <br /> Recommendation <br /> Adopt a resolution approving and authorizing execution of agreement for consulting <br /> services with ROMA Design Group to start on the initial phases of the Specific Plan, in <br /> the amount of $16,480. <br /> Background <br /> On September 11, 2000, the City Council directed that a specific plan be prepared for <br /> the area between Whipple Avenue and Maple Street east of the Bayshore Freeway. <br /> Consultants were notified by staff, and two proposals were received. Both consultants <br /> were interviewed, and ROMA Design Group was selected as the qualified and <br /> experienced consultant for this project. ROMA has worked on many specific plans, <br /> particularly where there are multiple ownerships of property, which is the case here. <br /> Both ROMA and the EIR consultant (Wagstaff & Associates) are familiar with Redwood <br /> City and this area. <br /> The proposed cost for the Specific Plan and EIR is $460,000. This seems like a <br /> significant cost, but most or all of the costs will be recovered as development proceeds. <br /> Some of the property owners will "pre-pay," reducing the City's initial cost. <br /> The final product will be a Specific Plan and an EIR. Both documents should be <br /> detailed enough to allow developers to start the application process for approval without <br /> doing a separate EIR, General Plan Amendment, or Rezoning, which will save them <br /> considerable time and cost. <br /> This portion of the contract for $16,480 is for preliminary work, and interviews with <br /> property owners and tenants. Following the interviews, the final contract work will be <br /> negotiated with the consultant and brought back to Council for approval. We will also <br /> be able to present information on the "Specific Plan Committee" and the detailed <br /> schedule. It is expected that the Specific Plan will be completed in 2001. <br /> Alternatives <br /> 1. Do not do the Specific Plan and let development proceed on a parcel by parcel <br /> basis. <br /> 2. Wait until a later meeting when the entire contract for the Specific Plan can be <br /> executed at one time (most likely late January or February), thus delaying the final <br /> product several months. <br /> _. _.._. _.. _ _ . _ .r_ _ -r-_-t_ _ <br />
