� <br /> REPOR T <br /> To the Honorable Mayor and City Councii <br /> From the City Manager <br /> December 18, 2000 <br /> Subject <br /> Resolution Authorizing an Agreement and Execution of a Contract for Professional Services with LCP <br /> Associates <br /> Recommendation <br /> Approve the Resolution and Agreement <br /> Background <br /> A developer is proposing to construct a finro-story, 12,000-sq. ft. childcare facility, including 5000-sq. <br /> ft. of administration/office use on a City owned parcel at the southem terminus of Twin Dolphin Drive, <br /> just west of the City's Water tank. Over the last several months, the City has worked closely with the <br /> developer and the Redwood Shores Childcare Task Force to prepare a land lease agreement. The <br /> agreement (approved just last month) outlines the basic terms and conditions by which the developer <br /> would lease the land from the City in return to construct the child care facility. <br /> The City will need to prepare an environmental assessment for the project as required by the Califomia <br /> Environmental Act (CEQA). The environmental document will evaluate the impacts of the project on <br /> the environment. The Planning Commission will review the document and determine whether they <br /> should certify it. <br /> Staff has selected LCP Associates to prepare the environmental document. The firm successfully <br /> completed the environmental assessment on the adjoining property for a 95-unit hotel, and is very <br /> familiar with the area and environmental issues. This familiarity will allow the firm to prepare a thorough <br /> . but timely document. As described in the attached project description, the cost of the report shall not <br /> exceed $17,500. <br /> Alternative <br /> Not approve the agreement, and therefore not proceed with the environmental review of the project. <br /> Fiscal Impact <br /> There will be no fiscal impact to the City.
