� <br /> REPOR T <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> December 18, 2000 <br /> Subject - <br /> � Agreement for Professional Engineering and Technical Support Services for the water, sewer and <br /> storm facilities SCADA Systems. � <br /> Recommendation <br /> Adopt a resolution, approving and authorizing execution of a one-year agreement with EDCCO <br /> Engineering and Control Solutions of San Carlos, Califomia, for pro�iding professional engineering <br /> and technical support for the City's "Supervisory Control and Data Acquisition" (SCADA) systems, <br /> in the amount not to exceed $33,000. <br /> Background <br /> The Ciry's water, sewer and storm facilities are monitored and controlled by a centralized computer <br /> SCADA system, which tracks utilities operational performance and identifies problems or <br /> abnormalities. Because of the highly specialized expertise and equipment required, the City has <br /> the need to engage professional services to maintain the system and to supplement, guide and <br /> support the efforts of the DepartmenYs staff. <br /> On September 13, 1999, The City Council approved a professional engineering services agreement <br /> with EDCCO, to provide for maintenance and technical support for the City's SCADA systems. <br /> The City had previously engaged EDCCO in early 1997 to mitigate several problems created by <br /> low bid contractors; Eric Daniel, principal engineer with the consulting firm has worked with the City <br /> on various projects since 1985 in a timely and professional manner. EDCCO has an excellent <br /> performance record with the City and has in-depth knowledge and familiarity with the SCADA <br /> system and all the City's water, sewer and storm facilities. The scope of services and the <br /> professional services fees are the same as the previous agreement. <br /> Staff believes that it is in the City's best interest to continue engaging EDCCO to provide highly <br /> technical professional services such that the work is done on a timely and efficient basis.
