March 11, 2002 <br /> <br />Subject <br />2001-2002 Emergency Electrical Repairs Service <br /> <br />Recommendation <br />By Motion, approve Change Order No. 1 for the 2001-2002 Emergency Electrical Repairs <br />Service to S. G. Barber of Belmont, CA, in the amount of $11,500.00 <br /> <br />Background <br />The Emergency Electrical Repair Service provides traffic control signal and street light <br />system repairs during non-work hours when City staff is not available. Other provisions for <br />this service include repair of pole knock-downs, and cabinet and pole foundation repairs. <br /> <br />On July 9, 2001, the City Council awarded the contract to S. G. Barber, Inc., of Belmont, <br />CA, in the amount of $20,248.00. The not-to-exceed contract amount has been reached <br />due to extraordinary repairs at several locations of the street light circuit along Marine <br />Parkway and Redwood Shores Parkway. <br /> <br />Follow-up investigation into the cause of the damaged circuits proved that the majority of <br />damage was caused by the City's contractors performing roadway repairs on those streets. <br />The contractor was found responsible for and has been invoiced for $8,500 for the <br />damages. However, the contract amount must be increased to allow continued services. <br /> <br />The City needs the ability to respond to future emergency electrical repairs. S. G. Barber <br />was the responsible Iow bidder for this service and staff recommends increasing the <br />contract amount through Change Order No. 1. <br /> <br />Alternatives <br />(1) Re-bid the contract. The contract amount anticipated for the remainder of the fiscal <br /> year is approximately $11,500. The time required to call for bids and award the <br /> Contract will further delay the ability to respond to traffic signal and street light <br /> emergencies. <br /> <br />(2) Do not approve the change order. Staff will have difficulty effectively responding to <br /> traffic signal and street light emergencies. Each response will need to be bid on an <br /> individual basis which has resulted in higher costs and repair delays in the past. <br /> <br /> Page 1 of 2 <br /> <br /> <br />
