To the Honorable Mayor and City Council <br /> From the City Manager <br /> <br />March 11, 2002 <br /> <br />Subject: <br />Authorization for application for eligibility of Redwood City to participate in the Federal <br />Surplus Property Donation Program by designating certain City employees to act as <br />representatives of the City of Redwood City in acquiring federal surplus property. <br /> <br />Recommendation: <br />Adopt a resolution authorizing application for eligibility for participation in the Federal <br />Surplus Property Donation Program and designating certain City employees to act as <br />its representatives to acquire federal surplus property. <br /> <br />Background <br />In September 1996, the Redwood City Police Department accepted a 28' patrol vessel <br />from the United States Customs Service. The vessel was accepted under a no cost <br />"Loan/Use Agreement," which was a component of a joint enforcement effort between <br />the United States Government and the City of Redwood City. The vessel has been in <br />service since this date under this agreement and has proved to be a valuable <br />enforcement tool and important asset to the safety and welfare of our marine <br />community and waterways. The police department has developed a Marine <br />Enforcement Unit with a trained crew of five personnel logging over 400 hours of on- <br />water service. <br /> <br />The United States Customs Service has recently terminated its "Loan/Use Program" <br />due to lack of resources. Customs has since declared the vessel, "excess surplus <br />property," and reported it to the General Services Administration for disposition. With <br />the designation of "excess surplus property," the department's Police Boat would revert <br />back to the federal government. As a result, an invitation to acquire ownership of the <br />vessel was extended to the police department. A prerequisite to the application for <br />ownership requires the authorization of selected City representatives to receive the <br />property. This authorization must be in the form of a resolution from City Council. <br /> <br />Beyond the present desire to have the Police Boat become the property of the City of <br />Redwood City, from time to time, other surplus federal property may become available <br />through the California State Agency for Surplus Property that may be of value to various <br />departments of the City of Redwood City. In anticipation of that possibility, additional <br />City employees have been identified to serve as representatives for the City should it <br />choose to seek additional surplus property. Said City employees shall only represent <br />the City of Redwood City in said program upon approval of the City Manager or his/her <br />designee. <br /> <br /> <br />
