IREPOR ~o the Honorable Mayor and City Council <br /> From the City Manager <br /> <br /> March 11,2002 <br /> <br /> Subject <br /> Agreement for Professional Services with Kimley-Horn and Associates, Inc. <br /> <br /> Recommendation <br /> Approve the Agreement <br /> <br /> Background <br /> Staff is currently preparing a Bay Front Plan for the eastern section of Redwood City (see <br /> attached exhibit). The bay front area consists of the land generally bounded by Highway <br /> 101, Whipple Avenue, and Seaport Blvd. Currently, there are three large developments <br /> proposed for this area that could have far reaching land use and transportation <br /> consequences (both positive and negative). The projects, as proposed by the developers, <br /> are: <br /> <br /> · Marina Shores Villa.qe: A residential community consisting of 1,930 townhouse units, <br /> 312,000 sq. ft. of commercial uses, and several marinas on approximately 46 acres. <br /> The townhouse units will be located in 4 - 21 story towers, all atop 2 and 3 story <br /> above grade parking podiums (with a maximum tower height of approximately 260 ft.). <br /> Status: A planning firm is currently working on the Environmental Impact Report. The <br /> Planning Commission will review the project sometime in the Fall, 2002. <br /> <br /> · Abbott Labs: A 1,000,000 sq. ft. office, warehouse, research and development and <br /> manufacturing center on the former Cargill "salt pile site" at 495 Seaport Boulevard. <br /> Status: The City recently hired a planning firm to work on the Environmental Impact <br /> Report. The Planning Commission will review the project sometime in the Fall, 2002. <br /> <br /> · Century Park 12 Theatre Site (Syufy): There are no final proposals yet, although one <br /> plan originally proposed 600 apartment units. <br /> Status: Awaiting a proposal. <br /> <br /> The purpose of the Bay Front Plan is to establish a general planning framework and urban <br /> design development standards that will eventually be used to help evaluate these individual <br /> proiects~ <br /> <br /> The underlying principle in planning for the area is that the Redwood City Bay Front is an <br /> important community asset that needs careful consideration by the City. Any development <br /> must respect, preserve, and enhance the City's waterfront edge while providing public <br /> access to the waterfront. <br /> <br /> <br />
